Accessibility statement

This build targets WCAG 2.2 Level AA as a forward design baseline while preserving the runbook’s separate legal-floor analysis. It uses semantic landmarks, keyboard-operable native controls, visible focus, reflow, reduced-motion support, forced-colors support, large touch targets, plain-language and quiet-focus modes, and complete static reading without JavaScript.

Human verification still required

Before a public institutional deployment, test with keyboard only, desktop and mobile screen readers, 200% and 400% zoom, forced colors, reduced motion, speech or switch input where available, cognitive/plain-language reviewers, and representative disabled users.
